Energy infrastructure targets

President Volodymyr Zelenskyy reported Sunday that Russian strikes on energy infrastructure left many households without electricity. The overnight attacks hit four regions, including Dnipro, Vinnytsia, Zhytomyr, and Khmelnytskyi, where they targeted substations, transformers, and power lines that supply electricity to the homes of many Ukrainian citizens. Zelenskyy wrote on social media that the "intensity of the strikes is extremely high" and noted that hundreds of thousands of families remain without power. These strikes hit infrastructure across four different regions, leaving many families without electricity and forcing them to deal with service disruptions. Zelenskyy’s comments on the outages came as Russian authorities reported a "massive" Ukrainian drone strike overnight on an industrial facility in the Nizhny Novgorod region.

Damage to Russian industrial sites

Gleb Nikitin, the governor of the Nizhny Novgorod region, reported that more than a hundred drones were destroyed during a massive Ukrainian drone attack on an industrial facility in the Kstovsky district overnight. The governor stated that the industrial facility sustained "significant damage" and that preliminary reports from the region show no casualties. Nikitin noted that the damage to the facility might cause temporary power outages and reduced hot water and heating services in certain sections of the utility networks supplying residential buildings in the region. While Nikitin did not specify which industrial facility was hit, the NORSI oil refinery is located in the same region.

On Friday, the local governor of Russia’s Samara region blamed Ukraine for an early morning drone attack that struck an oil refinery located in the city of Novokuibyshevsk. This destruction in Nizhny Novgorod follows a massive Ukrainian drone attack, and the Kremlin continues to bombard Ukrainian energy infrastructure even though Ukraine paused drone strikes on Russian oil refineries for 72 hours after Trump announced an energy ceasefire in October. The Wall Street Journal reported Thursday that Kyiv agreed to pause strikes on Russian oil refineries until after the Nov. 3 U.S. midterm elections under pressure from U.S. President Donald Trump.
