The political fall of Santiago Pena
I see the resignation of Santiago Pena as the direct consequence of his entanglement with Ueno Bank. After a vote by the lower house of the Paraguayan Congress to start impeachment, Pena resigned on Thursday. Members of the Colorado Party joined opposition legislators to push for his removal. In a video shared on X, he stated, "I want to apologize to the people if at any moment I have failed. It was never my intention to defraud the trust they placed in me." The decision to remove him followed accusations that Pena held a major conflict of interest because he appointed the chief executive of the entity, Ueno Bank, as president of the Central Bank of Paraguay shortly after his 2023 victory. He also remained a shareholder in the bank’s parent group until last year. He won the 2023 presidential election by defeating a center-left candidate, but this banking scandal ended his lengthy term. I find his attempt to blame the resignation on the need for democratic stability to be a thin excuse for his involvement at the bank.
Massive protests and the banking crisis
The collapse of Ueno Bank earlier this week triggered immediate chaos for millions of citizens. The Central Bank took control of the digital bank because of solvency issues, an intervention that left approximately three million clients, or 60% of the adult population, without access to their money. These three million people hold their savings in the institution, which includes various pension funds and other state funds. The sudden loss of access to these accounts sparked massive street protests where citizens demanded the president leave office immediately. I find the bank’s insolvency to be a massive blow to the country’s political stability. Because Ueno Bank stopped all operations and moved to external management, the public’s anger grew. The bank’s massive clientele includes about three million people, a number that is 60% of the total adult population in Paraguay. The sudden bank collapse forced the Central Bank to take control of the entire digital entity. As the bank suspended its operations, the country’s stability wavered. Vice President Pedro Alliana will now take the position of head of state.
